The
Massena Town Clerk is an elected position and is responsible under State
Law for maintaining the custody of all public records for the Town. The
Clerk issues various licenses and permits (including burning, hunting,
fishing, dog, building, certificate of occupancy, going out of business,
games of chance, bingo and marriage licenses) on behalf of the State and
the Town and is responsible for maintaining such records as legal documents,
manuscripts, books, minutes of board meetings and vital statistics.
The Town Clerk also helps in the coordination of all Primary and General
Elections. In Massena, the Town Clerk is appointed as the Registrar of
Vital Statistics for both the Town and Village of Massena. The Clerk’s
office issues birth and death certificates for individuals who are born
or die in Massena.
There are requirements for requesting a vital record and marriage record.
