Visit the NEW Massena Fire Department Website by clicking HERE The Massena Fire Department is a dual department comprised of nine (9) full time employees and sixty-three (63) volunteers. The Fire Department has been an integral part of the Massena community for over 100 years. Our mission statement simply states: “To protect life and property.” The Massena Fire Station, located at 34 Andrews Street, is staffed twenty-four hours a day by the paid firefighter/fire drivers. All paid staff of the Fire Department are graduates of the New York State Academy of Fire Science in Montour Falls, New York and receive a minimum of one hundred (100) hours of in-service training annually. The station crew is headed by Foreman R. Shawn Gray and is comprised of the eight (8) members of the Massena Permanent Firefighters, Local #2220, an affiliate member of the International Association of Fire Fighters (IAFF). The officers of Local #2220 are Charles Pernice, President and David Gagne, Secretary/Treasurer. The Massena Volunteer Fire Department was established around 1900 and is presently comprised of a maximum roster of sixty-three (63) volunteers. The volunteers receive training in fire essentials at the George E. Briggs Fire Training Center in West Potsdam, New York. The volunteers also receive ongoing training trough schools, training exercises and drills conducted throughout the area and at the fire academy. The officers of the Massena Volunteer Fire Department include: Joseph Macaulay, Chief; Tim Beaulieu, 1st Assistant Chief; and Jeff Small, 2nd Assistant Chief. The most popular member of the fire department staff, especially with the children, is our station mascot, “Matches”. This purebred Dalmatian is in permanent residence at the Massena Fire Station. This firedog is the only “matches” children are allowed to play with.
The Massena Fire Department has developed a very aggressive Fire Prevention and Education Program. In past years fire prevention was stressed mainly during Fire Prevention Week in October each year. We have come to realize that fire prevention, awareness and education should be our main goal fifty-two weeks a year. We have set up a “fire prevention” room in the fire station, open to the public, which contains information and literature on a myriad of fire prevention subjects and techniques. These include making your home “fire safe”, fire & emergency escape pre-plans, proper woodstove installation, vacation & camping safety, home decorating safety and a host of others. If we cannot answer your questions or do not have specific information in-house we have a number of additional resources available that we can access. If you have a question you can also contact us by dialing our business line at 315-769-2380. We have also instituted school visits that are conducted throughout the year, in nursery, elementary and secondary schools, to reach children during their formative years and try to instill in them the importance of fire safety. We introduce them to rudimentary fire prevention concepts and allow them to see fireman as they would appear in a full scale emergency, in full turn out gear and air pack, so that they would not be frightened or intimidated should they find themselves in a hazardous situation. We continually strive to improve our program. Any suggestions are greatly appreciated and are given thoughtful consideration. Assisting with fire prevention is the duty and obligation of every member of the community.
We conduct station tours and basic information sessions for all interested groups. We enjoy visits from school classes, civic groups and other organizations. We display and discuss fire equipment & apparatus and the essential services that we provide. Visitors are also afforded the opportunity to meet “Matches” our station mascot. We want the community to be familiar and comfortable with our operation and service. Anyone who “drops by” the fire station is always welcome but for larger groups it is a good idea to call ahead.
The S.A.F.E. Home Smoke Detector Program was a program begun by the Massena Permanent Fire Fighters a number of years ago. The acronym S.A.F.E. Home stands for “Smoke Alarms For Every Home”. The concept of the initial program was to provide a smoke alarm for every newborn baby at Massena Memorial Hospital. We offer decorative but functional smoke alarms that can be installed in or near the baby’s nursery. In recent years the program has been greatly expanded. The union, in cooperation with the Massena Volunteer Fire Department, now provides smoke alarms for any individual or family who cannot afford one. We work closely with school nurses and home health aides to determine residences that are in need of working smoke alarms. If you already have smoke alarms in your home be sure to install fresh batteries at least twice a year. It is the basic premise of this program to make our community a safer place to live. Always remember: “Smoke Alarms Save Lives!”
Open burning is prohibited in the Village and Town of Massena. Listed below are the rules governing open burning for both municipalities. Please note that open burning is allowed in the Town of Massena in certain instances, and only by permit issued by the municipality and its’ code enforcement officer. These rules are re-printed directly from the Village and Town of Massena codebooks. Village of Massena - ß 162-3 B. Indoor fireplaces, woodstoves and outdoor grills. Nothing contained herein, however, shall prevent the operation of properly installed and maintained indoor fireplaces, hearths, woodstoves or outdoor grills or fireplaces for the preparation of food. C. Burning by authorized government agencies. Government agents may be authorized to burn structures, lumber, brush or other items, provided that approval is granted by the Code Enforcement Office, including that additional permits required by the Health Department or the New York Department of Environmental Conservation are obtained and complied. Town of Massena ß 112-2. Indoor fireplaces, woodstoves and outdoor grills. ß 112-3. Burning by authorized government agencies. ß 112-4. Burning of brush on private property. B. The permit application must state with specificity: (1) The names, addresses and telephone numbers of all the property owners. (2) The location where the burning shall take place. (3) The date and time when the burning shall take place. (4) The materials to be burned. A. Upon issuance of the permit and prior to burning, the resident shall notify the Massena Volunteer Fire Department of the location, time and area of the permitted burning. B. The permit shall expire at sunset of the day the permit authorizes burning to take place, and any other or different burning by the resident shall require a separate application and permit. C. In the event that inclement weather prevents the resident from conducting the burning, the resident shall notify the Code Enforcement Officer and the Massena Volunteer Fire Department of the alternate burning day. ß 112-4. Permit fees. Permit fees are to be set by the Town Board, Town of Massena, payable to the Town Clerk, once the permit is approved by the Code Enforcement Office.
The Fire Department will fill swimming pools within the Village and Town of Massena. If you desire to have your pool filled it is necessary to contact the Department of Public Works at 315-769-6823. They will estimate the approximate cost for the water based on the size of the pool. They will then contact the Fire Department to determine the feasibility of filling the pool based on your location and the proximity of fire hydrants.
Fire inspections of all commercial businesses and places of public assembly within the Village of Massena are conducted annually. A New York State Certified Code Enforcement Officer conducts these fire inspections. The fire inspector works out of the code enforcement office located in the Massena Town Hall in a shared office with the Town & Village building inspector. The Village of Massena is located in a very rural section of upstate New York. The closest urban center is one hundred miles away. And the nearest major metropolitan area is a three-hour drive. Massena is one of the largest population centers in our northern New York area. There are a number of small villages and hamlets in the immediate vicinity. Each of these communities has their own separate fire departments, but because of their size and limited populations the variety and scope of their apparatus and equipment is minimal. Largely due to the rural nature of this area the Massena Fire Department is often called upon for mutual aid to assist with emergencies in these neighboring communities. Our aerial equipment, tanker, engines and manpower have been used not only in the immediate area but in the adjacent county as well. Many of these same departments have also reciprocated with response to our community with equipment and manpower during major structure fires and other emergency situations. This cooperative effort is governed under the auspices of an agreement that was approved by the St. Lawrence County Legislature in April of 1995. We continually strive to foster increased cooperation, which will result in better utilization of resources.
